Portland Cement Association announced recently a series of staff and organizational changes resulting from its new strategic plan adopted at last month's board of directors meeting. In addition to the already announced David Shepherd in the newly created position of director, sustainable development, the changes include:

• George Barney and James Rappel were named senior vice presidents;

• Mark Justman, Steve Kosmatka, Bruce McIntosh, and Edward Sullivan were named staff vice presidents.

Also, a new department called the Construction Technology Center combines construction information services, the library, and education and training. Promotions and reassignments in this group include:

• Richard Bohan will head the new department as director, education and technical services;

• Constance Field is manager, information services;

• Beatrix Kerkoff is program coordinator, cement and concrete technology;

• Michelle Wilson is program coordinator, education and product development
