PCA names Vice President for Legislative Affairs; Hubbard and Carter Promoted

Portland Cement Association named the Honorable John Spitaleri Shaw as vice president for legislative affairs. He will manage PCA's federal legislative advocacy efforts on a variety of fronts including environmental compliance, transportation, and infrastructure legislation. Separately, Thomas Carter has been promoted to staff vice president, environment, health and safety. Carter has served as PCA's director of environment, health and safety since 1997. The association also named David Hubbard staff vice president, legislative affairs. Formerly PCA's director of legislative affairs, Hubbard has represented the interests of the cement industry on Capitol Hill for the past 16 years.
