Portland Cement Association appointed IYAD M. (ED) ALSAMSAM as manager, buildings and special structures. His duties will include promoting and improving the use of cement and concrete for buildings, passenger terminals, stadiums, tanks, environmental, and other structures throughout the United States. Alsamsam comes to PCA from Sargent & Lundy, an engineering consulting firm in Chicago, where he served as a senior project engineer and process manager for the design of concrete structures. He has a PhD from the University of Minnesota and is licensed as a structural engineer and as a professional engineer in Illinois.

Cemex, S.A. de C.V. announced several executive changes recently. These and other structural reorganizations became effective May 1:

• VICTOR ROMO, current president of the South American & Caribbean Region, has been named Executive Vice President of Administration.

• FERNANDO GONZALEZ, current president of Cemex Asia, substitutes Victor Romo as president of the South American & Caribbean Region.

• MARIO DE LA GARZA, senior vice president of administration, is retiring from the company after a 37-year career.
