RYAN PUCKETT joined Portland Cement Association's Communications Department as Manager, Media Relations. Puckett comes to PCA from Publicis Dialog, where he handled communications and media relations for various clients.

Lafarge North America named ROSE McKINNEY human resources manager of its Whitehall, Pa., cement plant. Before coming to Whitehall, McKinney spent 22 years as manager of human resources and safety for Blue Circle Cement in Detroit and Atlanta. Blue Circle was acquired by Lafarge in 2002.
