Blue Circle Cement, Sparrows Point, Maryland Traffic-control devices were installed on the access road to Blue Circle's Sparrows Point facility in order to decrease tank truck speed and provide for overall safer conditions for the plant personnel. The plant safety committee implemented two novel ideas, and truck speed has decreased as a result. The first device was a new speed-limit sign with an indicated speed of 17.5 mph. As soon as this sign was posted, almost every driver questioned the unusual speed limit, which meant that drivers were being conscious of the speed limit. The second device was to install speed bumps along the road. The speed bumps are offset so plant equipment can pass unobstructed but tank trucks can not.
