FORMER EPA CHIEF NAMED HEAD OF PCA'S D.C. OFFICE

Portland Cement Association named Thomas J. Gibson as senior vice president, government affairs. He will head the association's Washington, D.C., office and represent PCA and its member companies before Congress, the Administration, and the White House.

Gibson most recently served as chief of staff for the U.S. Environmental Protection Agency. Before that, he was the associate administrator for the EPA's Office of Policy, Economic and Innovation. Additionally, Gibson worked as majority deputy staff director and majority counsel from 1995 to 2001 for the U.S. Senate Committee on Environment and Public Works. From 1993 to 1995, he served private-sector clients in judicial, regulatory, and legislative affairs with Don Clay Associates, Inc. He was with the EPA previously for two years as a congressional liaison specialist and the Raytheon Company for five years after service in the U.S. Navy from 1979 to 1985.

Gibson graduated magna cum laude from Georgetown University, where he received his J.D. He holds an M.S. in marine affairs from the University of Rhode Island and a B.S. in naval architecture from the U.S. Naval Academy.
